On a Rail Uncut will remain a mod. We actually did a pretty interesting stream about On a Rail Uncut the other day, if you wanted to check out the VOD for it! I'm also not sure when you last tested it, but the mod should work perfectly fine and standalone on the latest version of the game/mod. UnCut versions of On a Rail and Surface Tension So, when original Black Mesa (free version) was released, I remember some guy made “uncut” versions of On a Rail and Surface Tension. And developers recommended using them instead of what they’ve done.
The mod attempts to extend the chapter to the length of the original in Half-Life 1 and includes 4 large new maps, which are placed in-between the existing Black Mesa level changes.

The mod adds a large portion of new gameplay to Black Mesa, and includes several of the iconic scenes cut from the final Black Mesa release, such as the storage bay ambush and the moving overhead cargo rooms.

In addition, the Steam version of Black Mesa was just updated with a small patch, which contains minor fixes and improvements, mainly addressing the recently released Crossfire Multiplayer Update.
